LTA Awards Civil Contract for Vehicular Viaduct between Tampines Expressway and Pasir Ris Drive 3

        The Land Transport Authority (LTA) has awarded the civil contract for the design and construction of a 0.9km section[1] of the Loyang Viaduct along Loyang Avenue between Tampines Expressway (TPE) and Pasir Ris Drive 3, to Hwa Seng Builder Pte Ltd (HSB) at a contract sum of $372.6 million. Construction works are expected to commence in the third quarter of 2022 and its indicative completion date is end 2028.

2.      Established in 1992, HSB is a local company which provides civil engineering and construction services, with strong track record in road-related infrastructure. Some of their past projects include the expansion of the KPE/TPE interchange, which included the construction of a link road to Punggol Central, a new road between Lorong Halus and Pasir Ris Industrial Drive 1, widening of Woodlands Road, Choa Chu Kang Link, Stagmont Ring and widening of Bukit Batok East Avenue 3 and improvement works for the PIE slip road between Clementi North Flyover and Toh Tuck Flyover. HSB is currently also involved in several LTA projects including the construction of viaduct from TPE to PIE (Westbound) and Upper Changi Road East.

Loyang Viaduct

3.      The Loyang Viaduct will help to alleviate congestion in the area and support the intensification of developments in the Changi Northern Corridor[2]. The 2.6 km long vehicular viaduct along Loyang Avenue will increase road capacity by bringing traffic travelling between TPE and Changi Village onto the viaduct, bypassing traffic junctions along Loyang Avenue with Pasir Ris Drive 1 and 3. The viaduct will be situated above Loyang Avenue between Tampines Expressway (TPE) and Loyang Way, with up and down ramps at TPE and near Loyang Lane.

4.      For this contract, specialised overhead machinery will be deployed for construction to minimise impact on the at-grade traffic. As construction works will interface with underground utilities network and given site constraints, traffic diversions would be required. More details of the traffic diversions will be announced later.

5.      Prior to physical commencement of the construction works, LTA and the contractor will work closely with stakeholders to mitigate inconveniences to residents, such as by erecting noise barriers.

About the Changi Northern Corridor

6.      The Loyang Viaduct forms part of the works to construct the Changi Northern Corridor which will support key industrial and business districts such as Loyang Industrial Estate, Changi Airfreight Centre, and the Aviation Logistics Park. Along with the two upcoming Cross Island Line (CRL) stations – Loyang and Pasir Ris East stations - and works to enhance the active mobility network in the Loyang and Changi North area, residents, commuters, and motorists can look forward to increased convenience, shorter travelling times, and improved intra-town and inter-town connectivity when enhancement works are completed in 2030. These infrastructure improvements will enhance the multi-modal connectivity of the Changi North region and help to support the growth and development of Changi into a vibrant place to live, work and play.

[1] As Loyang Viaduct is part of a three-level transport corridor comprising an underground rail network and an at-grade road, the works for the rest of the Loyang Viaduct (from Pasir Ris Drive 3 to Loyang Way) have commenced together with the construction of the new Loyang MRT station earlier this year.

[2] Changi Northern Corridor refers to Loyang Avenue, Telok Paku Road, Nicoll Drive, Changi Coast Road and Aviation Park Road. Please refer to the map at Annex A.
