Classic Car Scheme

The Classic Car Scheme was introduced on 1 July 2000 to enable Singaporeans to realise their aspirations of owning well-preserved, heritage-rich cars of yesteryear.

Classic cars are not meant to serve the ordinary transport needs of their owners. But owners can take their classic cars out for rides on a restricted basis of up to 28 days a year. This will allow them to bring their cars for exhibitions, inspections and servicing.

 

Features of the Classic Car Scheme

Age of the car At least 35 years old.
COE 10% of the relevant Prevailing Quota Premium (PQP) in the appropriate Certificate of Entitlement (COE) category.
Road Tax $280 per calendar year. Upon payment of the annual vehicle licence fee, owners will be given 28 free day licences per calendar year, which are non-transferable and non-exchangeable. If the day licences are not used within the calendar year, no refund will be given.
Usage restrictions 28 days (inclusive of Sundays and public holidays) in a calendar year. A valid day licence must be displayed for each day of usage of the classic car.
Vehicle registration number plate White lettering on red and yellow background, with seal affixed on number plate by an authorised inspection centre.
Insurance coverage Third-party risks insurance covering the full licensing period.
Car inspection Once every two years.

Registration of Imported Classic Cars

Registration of imported Classic Cars is allowed, subject to the payment of the Excise Duty, Registration fees, Additional Registration Fees, 10% of Prevailing Quota Premium and annual road tax of $280. The cars should be at least 35 years old from the first date of registration in a foreign country and in pristine condition at the time of importation into Singapore.

Conversion of Existing Singapore-Registered Cars into Classic Car Scheme

Existing Singapore-registered cars that meet the eligibility criteria may be converted to classic cars. Cars with a renewed 5-year COE, cannot be converted to a classic car unless the car is more than 30 years old but not more than 35 years old on the start date of the 5-year COE. Cars with such 5-year COE must be converted to a classic car when it reaches 35 years old and before the 5-year COE expires.

If the car is not converted as a classic car at the end of the 5-year COE period, the car must be de-registered as no further COE renewal will be allowed.

Once converted to a Classic Car, the vehicle cannot be converted to a normal or off-peak car.

 

Guide for conversion to classic car scheme

Step 1
Ensure that the car is at least 35 years old from the original registration date (ORD). For example, a car with an ORD date of 15 Jul 1965 will be eligible to apply for conversion from 14 Jul 2000.
Step 2
Download the application form from www.onemotoring.com.sg. The application form is also available at LTA Customer Services Counter, 1st Storey, 10 Sin Ming Drive.
Step 3
Change the registration number plate (white lettering on red and yellow background) at any vehicle workshop.
Step 4
Send the car to any of the authorised vehicle inspection centres to seal the registration number plates.Collect the registration number plate inspection certificate from the vehicle inspection centre.
Step 5
Bring the required documents to LTA at 10 Sin Ming Drive to effect the conversion
Step 6
Revalidate the COE at 10% of the Prevailing Quota Premium and pay an administrative fee of $100 at time of conversion
Step 7
Apply for classic car vehicle licence at $280* per year, pro-rated at point of conversion to the end of the calendar year. The quantity of day licences issued will similarly be pro-rated in this manner, subject to a maximum of 28 day licences per calendar year.

Note: For weekend/off-peak car owners

Documents to bring

You can apply to LTA, 10 Sin Ming Drive, Singapore 575701 to convert your car to a Classic car with the following documents:

 
1 Application Form for conversion (duly completed)
2 Original Owner Identification Documents - NRIC for Singaporean or Malaysian / Passport for foreigners other than Malaysians - Company/business certificate, if vehicle is registered in the name of a company and the NRIC or passport (for foreigners other than Malaysians) of the managing director or manager who is authorised to apply on the company's behalf
3 Original Insurance Certificate covering the full licensing period to be taken up upon conversion
4 Original Registration Number Plates Inspection Certificate
5 Original Vehicle Inspection Certificate, if applicable
6 Cheque made payable to "Land Transport Authority" for the fees payable
