Maintaining a high level of safety in and around LTA worksites is of paramount importance. We put in place stringent measures to ensure that our staff, contractors and those living nearby are protected at all times. View Chief Executive's Safety Policy.
We also recognise that education plays a key part in maintaining high standards of safety. Our staff undergo continuous training to be kept informed of new and improved safety standards, legislative changes and international best practices. Staff are trained to monitor the contractors' safety performance as well as carry out their own safety assurance works. Training on specialised subjects, such as lifting operations and working in confined spaces, are also provided where necessary.
Senior management representatives of both LTA and its 28 contractors
from the Circle Line, Kallang/ Paya Lebar Expressway (KPE) and Roads projects signed
the LTA Safety Pledge in early August 2005. The pledge reaffirms both parties' total
commitment to safety. LTA and its contractors pledge that:
LTA adopts the Occupational Safety and Health Management
System for all its major construction projects. The system prescribes
safety procedures in LTA worksites. It covers risk management, which emphasises
the importance of embarking on risk assessment from as early as the preliminary
design stage. Contractors are also required to carry out construction
risk identification and assessment, and put in place acceptable mitigating
measures to reduce risk exposure.
For rail projects, audits on safety are carried out at key milestones, namely during concept phase, finalisation of design, completion of testing and commissioning and just prior to commencement of operation. Such audits are also a good gauge of the operator's operational readiness, as checks are conducted on areas such as staffing, training and development of safety management system. Similarly, for road projects, which includes commuter facilities such as bus interchanges, independent safety reviews are conducted at key stages, such as during the preliminary design phase, finalisation of design, temporary road diversions and completion of construction. Safety reviews are also carried out for existing major roads.
Starting from 2006 for LTA rail and major road construction projects, a systematic risk management process was implemented to "reduce risk at source". Risks are to be identified and mitigated from design phases to construction through to the handover phase.
Efforts in promoting worksite safety have come a long way since LTA first introduced its Construction Staff Safety Award (CSSA) in 1998. A year later, the Annual Safety Award Convention (ASAC) was introduced to recognise contractors who have continuously demonstrated good safety practices on site. As an added incentive for contractors to practise good safety habits, LTA has implemented a reward system that provides a tangible link between safety performance and the corresponding incentives and penalties. Contractors with good safety records will be awarded a nominal percentage of the contract sum on a semi-pro-rata basis while those with poor safety records will be penalised.
LTA introduced ASAC in 1999 to promote and integrate safety into our work culture. The convention recognises contractors and project safety committees in LTA who have been proactive and successful in promoting safe work practices at their work sites, ensuring high standards for safety, health and welfare of the workers, and giving due consideration to protecting the public and the environment.
The Land Transport Authority (LTA) and the Traffic Police won the prestigious Prince Michael Safety Award for outstanding achievements in its collaborative efforts in promoting road safety through innovations in engineering and active public education. LTA has received an internationally acclaimed award for Occupational Health and Safety excellence.
