To operate the following bus services in Singapore, owners of ASEAN member country-registered buses may apply to the Land Transport Authority (LTA) at 10, Sin Ming Drive, Singapore 575701, for a Public Service Vehicle Permit.

For scheduled service
The bus will be used to operate on a scheduled bus service from an ASEAN member country to Singapore and vice versa.
For ferrying tourists
The bus will be used to operate on an unscheduled service to carry passengers to Singapore for sightseeing and tour.
For ferrying workers
The bus will be used to carry workers to work in Singapore and to convey them back thereafter.
For ferrying students
The bus will be used to carry school children to schools in Singapore and convey them back thereafter.

The applicant is required to fill in an application form (which may be downloaded from this website or obtained from LTA) and submitted together with an original vehicle registration card, original insurance certificate, passengers’ name list and itinerary where applicable.
The application for the permit shall be made at least 7 days before the date on which the bus in question is to be brought into Singapore.
Permit fee is S$5 per month or part thereof.
The bus shall meet the technical requirements for use in Singapore and must not exceed the following technical limits:

If the bus’s height or width or both exceeds the above limits, a special permit to authorize its use on Singapore road must be obtained from the Traffic Police Department at 10, Ubi Avenue 3 (off Paya Lebar Road), Singapore 408865. (Tel: 65470000).
If the bus’s laden weight exceeds the above limits, a notification of its intended movement must be submitted to the Land Transport Authority, Road Structure & Facilities Management Division, 1 Hampshire Road, Block 3, #03-00, Singapore 219428. (Tel: 63962048).
The use of the buses in Singapore is subjected to the following conditions:
General Conditions
- The bus shall only be used for the declared purpose and a separate approval from the Registrar of Vehicles, Singapore is required if the bus is to be used for other purposes.
- Other than a bus used to operate scheduled service, the bus shall only be used for the purpose of proceeding from or to an ASEAN member country in continuation of a journey commenced in an ASEAN member country.
- Other than a bus used to operate scheduled service, no passenger, other than a passenger commencing the journey in an ASEAN member country, shall be picked up or set down in Singapore by the bus.
- Other than a bus used to operate scheduled service, a name list of passengers and an itinerary must be carried on the bus at all times and shall be produced on demand by the Registrar of Vehicles, Singapore or an authorized officer.

Special Conditions
For scheduled service:
- The bus shall only be used for the declared purpose and a separate approval from the Registrar of Vehicles, Singapore is required if the bus is to be used for other purposes.

For ferrying tourists:
- The bus shall only be used to carry tourists from an ASEAN member country to visit Singapore.
- The bus shall not be used to operate as a part or whole of a scheduled bus service, unless a separate approval is obtained from the Registrar of Vehicles, Singapore.

For ferrying workers:
- The bus shall only be used to carry workers from an ASEAN member country to work in factories or organizations in Singapore and to convey them back thereafter; and
- shall not carry any passenger, other than those in the name list of passengers endorsed by the Registrar of Vehicles, Singapore;
- shall not pick up or set down passengers in Singapore at any place, other than at the approved factories / organizations; and
- shall notify the Registrar of Vehicles, Singapore if there is any change in the factories/organizations served, addresses of the factories/organizations or the name list of the workers carried.

For ferrying students:
- The bus shall only be used to carry students from an ASEAN member country to schools in Singapore and to convey them back thereafter; and
- shall not carry any passenger, other than those in the name list of students endorsed by the Registrar of Vehicles, Singapore;
- shall not pick up or set down passengers in Singapore at any place, other than at the approved schools; and
- shall notify the Registrar of Vehicles, Singapore if there is any change in the schools served, addresses of the schools or the name list of the students.

If the bus contravenes any of the conditions or provisions in the Road Traffic (International Circulation) Rules or other governing law, the driver or owner may be liable to fine, prosecution and/or suspension or revocation of the permit.
