The Land Transport Authority (LTA) opened a new licence application cycle for bicycle-sharing services today. PMD sharing applications will not be open this application cycle. For this round, LTA will be accepting applications for sandbox licences for bicycle-sharing services. Existing bicycle-sharing licensees may also apply to increase their fleet sizes or to graduate from a sandbox licence to a full licence. Please refer to the attached news release for more details.

The Land Transport Authority (LTA) will open licence applications for bicycle-sharing and motorised Personal Mobility Device (PMD)-sharing services on 4 January 2019. From 14 January 2019, bicycle-sharing users who do not park at designated parking areas and scan the quick response (QR) code at the designated parking area in public places will be charged an additional fee of $5 by licensed operators. Those who indiscriminately park any shared bicycle in public places 3 times or more in a calendar year will be banned from using all bicycle-sharing services for a month. The ban period will increase with every subsequent ban. This is part of the new bicycle-sharing licensing regime to encourage responsible parking habits and manage the disamenities brought about by indiscriminate parking of shared bicycles. The Land Transport Authority (LTA) has evaluated the applications received from seven operators to operate dockless bicycle-sharing services in public places. LTA will grant licences to six dockless bicycle-sharing operators (BSOs) – full licences to Mobike, ofo and SG Bike, and sandbox licences to Anywheel, Grabcycle and Qiqi Zhixiang – in end October 2018, following the payment of licence fees by the BSOs. To improve first-and-last-mile connectivity and encourage cycling for short trips, the Land Transport Authority (LTA) had called a tender in July 2016 for an operator to build, own, operate and maintain a bicycle-sharing system in Jurong Lake District. To defray part of the costs, tenderers could bid for grants from LTA. The experiences of docked bicycle-sharing programmes in cities such as London and Taipei have been that they typically require public sector funding for sustainability. The tender closed in December 2016 and attracted a total of 13 bids from local and foreign participants. The proposals were a mix of both docked and dockless bicycle-sharing systems.
