The Land Transport Authority (LTA) will appoint ComfortDelGro (CDG) Taxi as a new training provider, and the Employment and Employability Institute (e2i) as a new test centre for the Taxi Driver’s Vocational Licence (TDVL) and Private Hire Car Driver’s Vocational Licence (PDVL) applicants. CDG and e2i will start providing these services from 29 November 2017 and 4 December 2017 respectively.
2 Currently, the Singapore Taxi Academy (STA) is the appointed training provider and test centre for TDVL and PDVL applicants. The appointment of CDG Taxi and e2i will cater to the new demand coming from a larger pool of TDVL and PDVL applicants, and ensure that these applicants are able to sign up for the necessary training and requisite tests promptly.
3 As the largest taxi fleet operator in Singapore, CDG Taxi has the experience and capability to conduct vocational licence training for both taxi and chauffeured private hire car drivers. Meanwhile, e2i, which has existing know-how and resources to administer the vocational licensing tests, will play a key role in ensuring that the test curriculums are rigorous and up-to-date.
Reminder for PDVL applicants
4 PDVL applicants who had applied for their PDVLs before 1 July 2017 are reminded to register for and attend their PDVL course early, and to pass the requisite tests by 30 June 2018. Those who are unable to obtain their PDVL by 30 June 2018, will not be able to continue providing chauffeured private hire car services.
5 Applicants who applied for the PDVL on or after 1 July 2017, will only be able to provide chauffeured private hire car services after obtaining their PDVLs.
6 Drivers who provide chauffeured private hire car services without having either a PDVL or a concession letter issued by LTA, will be guilty of an offence under the Road Traffic Act. Upon conviction, they may be liable to, in the case of a first offence, to a fine not exceeding $1,000 or to imprisonment for a term not exceeding 3 months or to both; and in the case of a second or subsequent offence, to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months or to both. They may also be barred from holding a PDVL.
