More Training and Development Opportunities for a Future-Ready Workforce
 

    The Skills Framework for Public Transport was launched this morning by Senior Minister of State for Transport, Dr Janil Puthucheary.

2.  The Skills Framework provides information on public transport career opportunities in 87 job roles across four different tracks – rail operations, rail engineering, bus operations and bus fleet engineering. It supports the Land Transport Industry Transformation Map (ITM) launched in February, and is jointly developed by the Land Transport Authority (LTA), SkillsFuture Singapore (SSG) and Workforce Singapore (WSG), the public transport operators (PTOs), education and training providers and the National Transport Workers’ Union (NTWU). An exhibition was held to showcase more information on the training programmes and career pathways. More information on the Skills Framework for Public Transport is in Annex A.

Quality training for existing and prospective employees

3.  To support the implementation of the Skills Framework, quality training programmes will be developed in close collaboration with the PTOs, Institutes of Higher Learning (IHLs) and other training providers, in consultation with NTWU and the Employment and Employability Institute (e2i). For example, the SkillsFuture Earn and Learn Programme for Public Transport (Rail) provides fresh ITE and Polytechnic graduates with more opportunities to build on the skills and knowledge acquired in school and better support their transition into the workforce. Current public transport employees can also tap on a suite of training programmes under the SkillsFuture Series to pick up emerging skills such as data analytics, cyber security, robotics and automation, which are captured in the Skills Framework. Bite-sized learning will be the norm of our future learning. Employers and individuals can also tap on ULeap to get up-to-date information on issues and exchange know-how with other experts in the field for such emerging skills.

4.  Jobseekers interested in joining the public transport industry can refer to e2i and WSG’s career advisory and training programmes. The Adapt and Grow Professional Conversion Programmes (PCP) for the Rail and Public Bus industries will equip mid-career entrants with the relevant competencies to pursue a successful career in the public transport industry. Keeping pace with industry developments

5.  To enable public transport workers to keep pace with industry and technological developments, dedicated professional training institutes such as the Singapore Bus Academy and Singapore Rail Academy will also offer new programmes mapped against the Skills Framework for Public Transport.

6.  Employers can refer to the Skills Framework for Public Transport to identify skills needs and invest in training their employees for their career development and skills upgrading. They can also benefit through initiatives such as the rail industry training grants, subsidies for the enhanced vocational licence training programme capability transfer programme, Adapt and Grow Career Support Programme, and the Transform and Grow WorkPro.

Study awards for outstanding individuals

7.  As part of the launch of the Skills Framework for Public Transport, Dr Janil presented the Public Transport Study Awards to 40 outstanding individuals who have exemplified professionalism, skills mastery, and dedication to continuous learning in the public transport industry. Launched in November 2015, the Awards support the overall plan to attract, develop and retain skilled public transport workers, and include scholarships, book prizes and sponsorships to pursue industry-relevant courses. Recipients of the Awards include students in the local IHLs, as well as in-service engineers and technical staff. Refer to Annex C for more information on the Awards.

8.  Five individuals also received the SkillsFuture Study Award for Land Transport Sector today. This award targets early to mid-career Singaporeans who are committed to developing and deepening their skills in the land transport sector. Award recipients receive $5,000 to defray out-of-pocket course expenses.
