COVID-19 Driver Relief Fund (CDRF)

On 16 December 2020, the Government set aside an additional $133 million (on top of the amounts committed towards the Special Relief Fund and Extended Special Relief Fund, collectively known as SRF) between January and March 2021. The COVID-19 Driver Relief Fund (CDRF) was created to provide sector-specific support for taxi and chauffeured PHC drivers affected by the COVID-19 situation. The CDRF replaced the SRF and the Self-employed Person Income Relief Scheme for taxi and PHC drivers in January 2021.

With the beginning of Singapore’s Phase 2 (Heightened Alert), ridership was impacted due to tighter safe management measures. On 21 May 2021, LTA announced that the Government will set aside an additional $27 million to provide a one-time top-up of an additional $10 per vehicle per day for the CDRF. This top-up will be for all eligible taxi and PHC drivers for the period of 16 May 2021 to end-June 2021 under the CDRF top-up (CDRF+).

On 10 June 2021, the Government committed to set aside an additional $40 million to extend the CDRF from July 2021 for 3 months to support taxi and PHC drivers. Under the extended CDRF (CDRF2), drivers will receive Government support of $10 a day for 60 days (i.e. $300 per vehicle per month, for 2 months) and $5 a day for the next 30 days (i.e. $150 per vehicle per month, for 1 month).  

With Singapore re-entering Phase 2 (Heightened Alert) period from 22 July 2021 to 18 August 2021, the Government announced an enhancement to CDRF2. Under this latest enhancement, eligible drivers will receive an additional $10 per vehicle per day from 22 July 2021 to 31 August 2021, and an additional $5 per vehicle per day in September 2021.

On 24 September 2021, the Government set aside another $23.5 million to further extend the CDRF (i.e. CDRF3) by two months. Under CDRF3, eligible drivers will receive Government support of $10 per vehicle per day for 31 days from October 2021 and $5 per vehicle per day for the next 30 days.

On 20 October 2021, the Government further extended the CDRF3 by one month (i.e. CDRF3+). Under CDRF3+, eligible drivers will receive a total of $10 per vehicle per day for 30 days from November 2021 and $5 per vehicle per day for the next 31 days.

On 20 November 2021, the Government further extended the CDRF3+ by one month (i.e. CDRF4). Under CDRF4, eligible drivers will receive a total of $10 per vehicle per day for 31 days from December 2021 and $5 per vehicle per day for the next 31 days.

Following the conclusion of the SRF on 31 December 2020 for taxi main hirers and 17 January 2021 for PHC drivers respectively, the CDRF offers sector-specific support to our point-to-point (P2P) drivers for the following periods:

  • 1 January 2021 to 29 June 2021 (inclusive) for taxi main hirers; and
  • 18 January 2021 to 16 July 2021 (inclusive) for PHC drivers.

Under the CDRF Top-up (CDRF+), this one-time additional top-up of $10 per vehicle per day will be for all eligible taxi and PHC drivers for the period of 16 May 2021 to end-June 2021.

Following the conclusion of the CDRF on 29 June 2021 for taxi main hirers and 16 July 2021 for PHC drivers respectively, the CDRF2 offers further sector-specific support to our point-to-point (P2P) drivers for the following periods:

  • 30 June 2021 to 30 September 2021 for taxi main hirers; and
  • 17 July 2021 to 17 October 2021 for PHC drivers.

Under the enhancement to CDRF2 (CDRF2+), eligible drivers will receive an additional $10 per vehicle per day from 22 July 2021 to 31 August 2021, and an additional $5 per vehicle per day in September 2021.
