Active Mobility Device-Sharing Licence

Under the Parking Places Act (Cap. 214), any person that intends to provide a service of offering dockless active mobility devices, such as bicycles, Personal Mobility Devices (PMDs), and Power-Assisted Bicycles (PABs), for hire by the general public to ride and park in public places in Singapore must apply to the Authority for a licence to provide such a service.

It is an offence to operate a dockless device-sharing service in public places without a licence. Any person found doing so may be fined up to $10,000 or face a jail term of up to six months, or both. 

Please also note that the Authority will hold on making any decision on an application for a licence if you are currently under investigation or have any pending court proceedings in relation to any suspected contravention of Section 8C of PPA.  If any contraventions take place during the evaluation process, LTA will hold the application until the conclusion of investigations and/or court proceedings. 

The current application submission period is from 12 July 2019 to 8 August 2019, 6pm. All applications and supporting documents must reach LTA by the closing date and time.

Applications are open only for dockless bicycle-sharing services. PMD-sharing application will not open in this application cycle.
