To facilitate the development of new technologies which are not covered under the scope of current standards and regulations, LTA facilitates the creation of sandboxes to support trials through a controlled environment, to better understand the use cases from the industry and test the technology in our local context. When appropriate, we may further facilitate the safe adoption of the successful outcomes from the sandbox trials. Sandbox for Electric Vehicle Charging Systems (EVCS)
Currently, all Electric Vehicle Charging Systems (EVCS) used in Singapore must comply with existing standards and regulations, such as the Technical Reference 25 (TR25). Advancements in Electric Vehicles (EV) charging technology have led to an increased number of EVCS deploying new technologies which are not covered under the scope of current standards, even as we regularly update these standards.
A responsive and forward-looking regulatory approach will help facilitate the deployment and development of such innovative EVCS. To achieve this, LTA has established an EVCS sandbox framework where such systems can be trialled in a controlled environment.
Application to Sandbox for Electric Heavy Goods Vehicle (e-HGV) Battery Charging and Swapping System (BCSS) Solutions

Vehicular electrification will be a key needle mover for the decarbonisation of the land transport sector. LTA is looking to support the adoption of electric vehicles across all vehicle segments.
In particular, the charging needs of electric heavy goods vehicles (e-HGVs) can be different due to the large batteries needed to support their operational conditions, where traditional plug-in charging methods may not sufficiently meet their needs, especially if they are high mileage vehicles or vehicles that operate 24/7. Hence, LTA is inviting applicants looking to trial e-HGV battery charging and swapping (BCSS) system solutions in a sandbox environment to submit their proposals.
The sandbox will be set up, operated and maintained by the applicant(s), with LTA providing the appropriate regulatory support to allow applicant(s) to operate the sandbox.
Application Process
LTA invites all interested applicants with innovative solutions that meet the following criteria:
- Proposed solution is not an existing EV charging system covered under TR25;
- Includes appropriate safeguards to ensure the overall safety and effectiveness of the solution during the period of the sandbox; and
- Fulfils the objectives, principles and eligibility criteria of the Sandbox for Electric Heavy Goods Vehicle Battery Charging and Swapping System Solutions.
