LTA closely monitors utilisation of bus services

We refer to Mr Tan Kin Lian’s letter, “Empty buses: Poor planning?” (TODAY, 22 January 2013).

In planning bus routes, LTA is guided by the principles to improve journey quality, enhancing integration across public transport modes and services to optimise the bus network. Our aim is to benefit as many commuters as possible.

The data from public transport fare collection system offers a wealth of information for LTA to study the existing travel patterns and demand of commuters. The data is also used to determine the utilisation level of existing bus services to ensure that finite resources are judiciously distributed to enhance existing services for maximum benefit to the community. To complement the analysis, field surveys are conducted at public transport nodes to gain a first-hand understanding of the ground situation. In addition, we work closely with land-use agencies to review the adequacy of transport infrastructure in tandem with any new residential development.

We keep a close watch on the utilisation levels of existing bus services and work with the public transport operators to target those that have the highest ridership demand for improvements. Service 163 operates from Sengkang to Toa Payoh at scheduled intervals of 9 to 14 minutes during the morning peak hours. The service plies along the major HDB town of Sengkang before reaching Yio Chu Kang where Mr Tan boards the bus. To improve the bus capacity and reduce crowdedness, SBST replaced 2 single deck buses with 2 double deck buses for Service 163 in August last year.

Based on recent data, the average utilisation for the service is less than 70% during the morning peak period. The service has been largely operating within the scheduled intervals.
