I refer to Mr Chin’s letter, “Consider local contractors for MRT projects” (TODAY, 26 February 2014).
Under LTA’s prequalification process, more than 30% of the prequalified contractors (individual or joint venture) for the Thomson Line are local contractors. In some cases, some prequalified local contractors choose to withdraw during the tendering process. In line with the government’s procurement principles of fairness, transparency and value-for-money, the tender bids for all civil contracts (both local and foreign) are then evaluated based on the Price Quality Method, which not only looks at the price but also the quality of the submission.
To-date, two civil contracts have been awarded to local contractors for the construction of Thomson Line. In addition, LTA has awarded civil contracts in recent years for the construction of Downtown Line and Tuas West Extension to local contractors. Other than rail construction, local contractors have also secured major contracts in road construction, infrastructural maintenance and IT systems development for example.
We thank Mr Chin for the opportunity to clarify and assure him that LTA would be pleased to see more local contractors participate in the upcoming national projects.
