Results of February 2015 Second Open Bidding Exercise for Certificates Of Entitlement

The Land Transport Authority (LTA) received 3,433 bids at the end of the February second open bidding exercise for Certificates of Entitlement (COEs).  Of these, 2,377 were successful.  Detailed results of the tender are as follows:

COE results for previous bidding exercises can be found on the “Facts and Figures” section of the ONE.MOTORING website (https://onemotoring.lta.gov.sg).

Bidders can use the Temporary Certificates of Entitlement (TCOEs) obtained from this bidding exercise upon receipt of the TCOE notification letters. The non-transferable TCOEs will be valid till 31 August 2015.  The transferable TCOEs will be valid till 31 May 2015.  TCOEs issued to companies are not transferable.

Successful applicants will be notified within the week. The COE bid deposits of unsuccessful applicants will be credited into their bank accounts by their respective banks. Bidders can check the status of their bids through the following channels:

• LTA Open Bidding website (https://ocoe.lta.gov.sg)
• OCBC Phone Banking (Tel: 1800- 363 3333)
• UOB Internet Banking (www.uobgroup.com)

Bidders can check the status of their bids via the LTA Open Bidding website which is available until 6.00 pm on Thursday, 19 February 2015.

If a vehicle is de-registered before its COE expires, the vehicle’s registered owner may be granted a rebate on the Quota Premium (QP) paid, pro-rated to the number of months and days remaining on the vehicle’s COE. For vehicles registered using Category E (Open) COEs, the rebate will be based on the QP of Category E, or its corresponding category from the same bidding exercise, whichever is lower.

Prevailing Quota Premiums for Existing Vehicles

Owners of existing vehicles can renew their COEs by paying the Prevailing Quota Premium (PQP), which is a moving average of the quota premium of the respective vehicle categories over the last 3 months, i.e. from the December 2014 to February 2015 bidding exercises. Owners of existing vehicles can renew their COEs using the PQP for March 2015 with effect from Thursday, 19 February 2015.

[1] Cars that were registered/converted using TCOEs obtained before the Feb 2014 1st bidding exercise will continue to be classified based on the engine capacity of the car only (i.e. Category A if engine capacity is 1,600cc and below, and Category B if engine capacity is 1,601cc and above). Cars that are registered/converted using TCOEs obtained from the Feb 2014 1st bidding exercise onwards will be subjected to the new classifications as described in the table below.
