We refer to Mr Bruno Wildermuth’s letter, “Time for an independent rail inspectorate” (ST, 6 April 2015).
In Singapore, while LTA is the owner of the rail infrastructure and some operating assets, the rail operators are responsible for maintaining these assets, as part of their operating licence. Furthermore, the assets undergo comprehensive and rigorous testing and trial running, including with the operators, before being handed over to the operators for actual service.
LTA also ensures strict objectivity in its investigations into rail incidents. The investigations are carried out by an inspectorate team that is independent of the group that designs and develops the rail system. Where necessary, LTA engages independent external experts to assist its investigations, and has done so on previous occasions. The rail operators are also able to appeal to the Minister for Transport, if they do not agree with LTA’s findings. This arrangement ensures objectivity in the assessment of the root causes of the incidents, and helps LTA and the operators develop measures to improve the system.
