1.  The Kuala Lumpur-Singapore High Speed Rail (HSR) will open with eight stations: Jurong East station in Singapore, and Bandar Malaysia, Putrajaya, Seremban, Ayer Keroh, Muar, Batu Pahat and Iskandar Puteri stations in Malaysia.

2.  Separate Operators (OpCos) for the Cross-Border and Domestic Malaysia Services

• Malaysia and Singapore will jointly call a tender for an International Operator (OpCo International) to operate the KL-Singapore Express Service (non-stop 90 minute service), and the cross-border Shuttle Service between Iskandar Puteri-Singapore.
• Malaysia will call a tender for a Domestic Operator (OpCo Domestic) to operate the Domestic Service within Malaysia.

OpCo International will have scheduling and operational priority over services operated by the OpCo Domestic.

3.  Singapore and Malaysia to design, build, finance and maintain the civil infrastructures and operate the HSR stations within their respective territories, through their appointed entities (InfraCos) (i.e. LTA in the case of Singapore and MyHSR in the case of Malaysia).

4.  Malaysia and Singapore will jointly call a tender for a privately-financed assets company (AssetsCo) to design, build, finance and maintain rolling stock and to design, build, finance, operate and maintain rail assets (e.g. track-work, power, signalling and telecommunications) in 2017.

5.  The HSR line in Singapore and Malaysia are to be linked by a bridge over the Straits of Johore with height clearance of 25m above the water level.

6.  A new double-track line is to be constructed between Kuala Lumpur and Singapore, designed to accommodate all types of conventional high-speed rail trains and technology available in the market with a design speed of 350 km/h.

7.  Co-located Customs, Immigration and Quarantine (CIQ) facilities at Singapore, Bandar Malaysia, and Iskandar Puteri to allow for seamless travel, so that international passengers will only need to undergo both Singapore and Malaysia CIQ clearance at the point of departure.

8.  A Bilateral Committee, led by senior government officials from both countries, will have oversight over all matters that may affect the International Operator’s services, and all other matters detailed in the Bilateral Agreement.

9.  Malaysia and Singapore will jointly award the tender for a Joint Development Partner (JDP) in early 2017, to provide advice on operational, technical and procurement matters.

10. The Express Service is targeted to commence by 31 December 2026.
