LTA Opens Second Bicycle-Sharing Application For 2020

        The Land Transport Authority (LTA) opened its latest half-yearly licence application cycle for bicycle-sharing services today. Companies keen to start offering bicycle-sharing services in Singapore may apply for Type 2 (sandbox) bicycle licences[1]. Existing Type 1 (full) bicycle licensees may also apply to increase their fleet sizes. Applications must be submitted by 26 August 2020 via LTA’s website.

2        When evaluating applications, LTA will consider the applicant’s:

a)     Plans and ability to manage indiscriminate parking, including user education on proper parking behaviour;

b)     Ability to maintain healthy fleet utilisation rates, including managing overall demand for its bicycle-sharing service and the availability of parking spaces; and

c)     Overall track record, including previous instances of regulatory contraventions, if any.

Results of First Bicycle-Sharing Licence Application in 2020

3        In the first bicycle-sharing application cycle of 2020, Anywheel Pte Ltd had applied to increase its maximum fleet size from 10,000 to 15,000. LTA has approved this application with effect from July 2020.

4        Bicycle-sharing services continue to provide commuters with a convenient mode of transport for first-and-last mile journeys, and support Singapore’s drive towards becoming a car-lite society. Licensees are subject to stringent regulatory requirements to ensure that such services do not result in public disamenities. These include mandatory integration of LTA’s QR code parking system with licensees’ mobile applications to promote responsible parking habits, strict controls on fleet size and rate of growth based on their track record.


[1] The Shared Mobility Enterprises Act regulations commenced on 22 Jul 2020. Under the Act, a Type 2 (sandbox) bicycle licence authorises the licensee to provide a shared mobility service using up to 1,000 bicycles in Singapore at any time. Licensees with over 1,000 bicycles will need to obtain a Type 1 (full) bicycle licence to provide a shared mobility service in Singapore. To be eligible for a Type 1 (full) Licence, applicants must be an existing Type 2 (sandbox) licensee. As there are currently no Type 2 (sandbox) licensees in operation, there will be no applications for Type 1 (full) licence this round.
