As announced at the 2018 Committee of Supply Debate, the Government has accepted the Active Mobility Advisory Panel’s (AMAP) recommendation to mandate the registration of electric scooters (e-scooters) used on public paths.

2.  The mandatory registration will require all e-scooter owners to provide their personal particulars as part of the registration process, and paste identification stickers prominently onto their devices. Owners will also be required to ensure that their e-scooters comply with the requirements of the Active Mobility Act and do not exceed 20 kg in maximum unladen weight; 700 mm in maximum width; and 25 km/h in maximum device speed. The registration regime will take effect in the second half of the year. More details will be announced when ready.

3.  Registration would deter reckless riding, foster greater rider responsibility and facilitate enforcement efforts in tracking down errant riders. Overall, this would create a safer environment for riders, pedestrians and motorists and would help to reduce the rising number of accidents involving e-scooters on public paths as a result of inconsiderate and reckless actions of some e-scooter riders.

4.  AMAP also recommended that there is currently no need to mandate registration of other types of PMDs, such as electric hoverboards and unicycles, as their usage is less widespread and their speeds are lower when used. The Government accepts this recommendation and LTA will continue to monitor the situation and assess if further measures are needed going forward.

5.  The AMAP was set up in July 2015 to formulate a comprehensive set of rules and code of conduct to shape a safe and gracious active mobility culture. The Panel comprises representatives from key stakeholder groups, such as seniors, youths, grassroots, cyclists, motorists and users of PMDs.
