Walking and Cycling Plan

To make it safer, direct and more comfortable to walk and cycle, developers are required to submit a Walking and Cycling Plan (WCP) as part of new applications for development proposals.

The key considerations in developing the WCP include but are not limited to the following.

  • Connectivity to key public transport nodes and surrounding developments;
  • Availability of bicycle parking and end-of-trip facilities;
  • Measures to minimise conflicts between pedestrians, cyclists, and vehicles within the periphery of the proposed development.

From 1  February 2019, private residential, retail, commercial, school, hospital, recreational, business park, science park and high tech park developments that submit new development applications (i.e. applications for new erections or major additions and alterations) and satisfy the following criteria as listed below in Table A will be required to submit the WCP. Developments that fall within the following criteria may also be required to submit WCP:

 a) located in car-lite precincts; or

 b) located within 400m of major transport nodes i.e. within Z one 2; or

 c) Retail, Office, Mixed Used developments.
