LTA Awards Six Contracts for the Construction of North-South Corridor Tunnels

            The Land Transport Authority (LTA) has awarded six contracts totalling S$3.14 billion to design and construct the tunnels and commuter facilities such as pedestrian overhead bridges and bus stops for six sections of the North-South Corridor (NSC): between East Coast Parkway (ECP) and Victoria Street, between Victoria Street and Kampong Java Road, between Marymount Lane and Pemimpin Place, between Pemimpin Place and Sin Ming Avenue, between Ang Mo Kio Avenue 3 and Ang Mo Kio Avenue 9, and between Ang Mo Kio Avenue 9 and Sungei Seletar. Works on these contracts are expected to begin by end-2019.

2          The 21.5km-long NSC is Singapore’s first integrated transport corridor that will connect ECP in the south to Admiralty Road West in the north. It will feature express bus routes and at-grade cycling trunk routes to better meet the needs of our public bus commuters, cyclists and pedestrians, to help achieve our car-lite vision.

NSC Tunnel between ECP and Victoria Street

3          The construction of a section of the NSC tunnel between ECP and Victoria Street has been awarded to GS Engineering & Construction Corporation at a contract sum of S$635.8 million.  

4          GS Engineering & Construction Corporation will design and construct a 1km section of tunnel and 1km section of viaduct, three entry ramps and four exit ramps (please refer to Annex A for the location of this section of the NSC).

5          GS Engineering & Construction Corporation is an established construction company in South Korea and has constructed the Downtown Line (DTL) Depot, as well as the DTL Cashew, Hillview and Fort Canning stations and tunnels. They are also currently involved in the construction of the Thomson-East Coast Line (TEL) Woodlands station and tunnels, as well as the construction of the East Coast Integrated Depot and reception tunnels.

NSC Tunnel between Victoria Street and Kampong Java Road

6          The construction of a section of the NSC tunnel between Victoria Street and Kampong Java Road has been awarded to Ssangyong Engineering & Construction Co., Ltd. and Wai Fong Construction Pte Ltd Joint Venture (Ssangyong – Wai Fong JV) at a contract sum of S$482.5 million.  

7          Ssangyong – Wai Fong JV will design and construct a 1.55km section of the tunnel with two entry ramps and two exit ramps (please refer to Annex B for the location of this section of the NSC).

8          Ssangyong Engineering & Construction Co., Ltd. is an established construction company in South Korea and has constructed a 1km stretch of the Marina Coastal Expressway, as well as DTL Rochor and Little India stations and tunnels. They are currently involved in the construction of the TEL Marine Terrace station and tunnels.

9          Wai Fong Construction Pte Ltd is an established local contractor that has carried out sub-contract works for local road and rail tunnel projects. They are currently involved in the construction of the TEL Mount Pleasant and Tanjong Rhu stations and tunnels.

NSC Tunnel between Marymount Lane and Pemimpin Place

10        The construction of a section of the NSC tunnel between Marymount Lane and Pemimpin Place has been awarded to China Railway First Group Co., Ltd. Singapore Branch (CRFG) at a contract sum of S$446 million.

11        CRFG will design and construct a 1.1km section of the tunnel with one entry ramp (please refer to Annex C for the location of this section of the NSC).

12        CRFG is an established contractor in China and is currently involved in the construction of facility building and tunnels for TEL.

NSC Tunnel between Pemimpin Place and Sin Ming Avenue

13        The construction of a section of the NSC tunnel between Pemimpin Place and Sin Ming Avenue has been awarded to Hwa Seng Builder Pte. Ltd., Chye Joo Construction Pte. Ltd. and Ho Lee Construction Pte. Ltd. Joint Venture (HS-CJ-HL JV) at a contract sum of S$242.9 million.

14        HS-CJ-HL JV will design and construct a 0.7km section of the tunnel with one entry ramp and one exit ramp (please refer to Annex D for the location of this section of the NSC).  

15        Hwa Seng Builder Pte. Ltd., Chye Joo Construction Pte. Ltd. and Ho Lee Construction Pte. Ltd. are established construction companies in Singapore.

16        Hwa Seng Builder Pte. Ltd. is currently involved in the expansion of the KPE/TPE Interchange including Link Road to Punggol Central. Hwa Seng was also recently awarded the replacement tender for the Tampines Expressway (TPE)-Pan-Island Expressway (PIE) Changi Viaduct. Chye Joo Construction Pte. Ltd. is currently involved in advance earthworks for Jurong Regional Line Depot.

NSC Tunnel between Ang Mo Kio Avenue 3 and Ang Mo Kio Avenue 9

17        The construction of a section of the NSC tunnel between Ang Mo Kio Avenue 3 and Ang Mo Kio Avenue 9 has been awarded to Lum Chang Building Contractors Pte Ltd at a contract sum of S$799 million.  

18        Lum Chang Building Contractors Pte Ltd will design and construct a 1.95km section of the tunnel and one entry ramp (please refer to Annex E for the location of this section of the NSC).

19        Lum Chang Building Contractors Pte Ltd is an established construction company and has designed and constructed the DTL Bukit Panjang station and tunnels. Lum Chang is also currently involved in the TEL’s Addition and Alteration Works to the existing Tanah Merah Station and the extension of the existing East West Line MRT Viaducts connecting to the new East Coast Integrated Depot at Changi.

NSC Tunnel and Viaduct between Ang Mo Kio Avenue 9 and Sungei Seletar

20        The construction of a section of the NSC tunnel and viaduct between Ang Mo Kio Avenue 9 and Sungei Seletar has been awarded to Ssangyong Engineering & Construction Co. Ltd at a contract sum of S$537.1 million.

21        Ssangyong Engineering & Construction Co. Ltd will design and construct a 1.3km section of tunnel, 1.1km section of viaduct and 340m at-grade road between NSC tunnel and NSC viaduct with one exit ramp (please refer to Annex F for the location of this section of the NSC).
