Additional Adjustments to Support Vehicle Owners

           The Multi-Ministry Taskforce announced on 19 May that it will allow economic activities to resume in phases, as Circuit Breaker measures are gradually eased.

Continued Suspension of COE Bidding

2         As motor vehicle dealerships and showrooms have not yet been allowed to resume operations, bidding for certificates of entitlement (COE) will continue to be suspended. COE bidding will only resume after motor dealerships and showrooms are allowed to reopen. The Land Transport Authority (LTA) is monitoring the situation closely and will update on subsequent bidding exercises in due course.

3         Prospective buyers can continue to buy vehicles online and dealers may continue to use their existing stock of Temporary COEs (TCOEs) to register new vehicles. LTA has extended the validity of all TCOEs expiring on or after 7 April by three months.

4         For owners renewing the COEs for their existing vehicles, the Prevailing Quota Premium (PQP) will be based on the average of the Quota Premium (QP) for the latest three months in which bidding was conducted. The PQP in July will therefore be based on the average of the QP for the bidding exercises conducted in January, February and March 2020.

Additional Adjustments to Support Vehicle Owners

5         LTA will extend the following adjustments to support vehicle owners, in the spirit of the Government’s move towards safe re-opening:

  • Vehicle services will remain accessible to the public via the OneMotoring website (www.onemotoring.com.sg). Counter services at LTA’s Customer Service Centre and e-Lobbies at Sin Ming Drive will remain closed for the time being. Vehicle owners who require assistance may contact LTA at www.lta.gov.sg/feedback
  • Vehicle owners will be able to send their vehicles for servicing and repairs as motor workshops will reopen from 2 June.
  • As Authorised Inspection Centre (AICs) have not yet been allowed to resume periodic inspection services for private cars, owners whose periodic private car inspection deadlines fall between 7 April and 30 June 2020 will have their deadlines extended by six months. Owners of such private cars may renew their road tax if they have valid insurance coverage.
  • AICs will remain open to facilitate periodic inspections for goods vehicles, buses, taxis, private hire cars, and motorcycles, as scheduled.
  • Seal inspection for Off-Peak Cars (OPC), whose road tax due dates fall between 7 April and 30 June 2020, will be waived.
  • Commercial vehicle owners who are eligible for the Early Turnover Scheme (ETS) and deregister their vehicles, or whose one-month deadline for registering a replacement vehicle falls between 7 April and 30 June 2020 will be given an additional two months to register a replacement vehicle under ETS. On top of this, owners whose deadline for registering a replacement vehicle falls between 1 July and 1 August 2020 will be given a further one-month extension to register a replacement vehicle.

6         Vehicle owners are reminded to ensure their vehicles have valid road tax and motor insurance coverage. Heavy vehicle owners who require a Vehicle Parking Certificate may submit their applications to LTA-DBC_Registry@lta.gov.sg.

Vehicle Deregistration, Disposal and Export

7         Vehicle owners who deregister their vehicles or whose disposal deadline falls between 7 April and 30 June 2020 will be granted an additional two months to dispose of their vehicles. On top of this, owners whose disposal deadline falls between 1 July and 1 August 2020 will be given a further one-month extension to dispose of their vehicles.

8         To facilitate the disposal of deregistered vehicles, all five LTA-appointed scrapyard operators[1] will resume scrapping services from 26 May 2020. Vehicle owners must book an appointment with the respective scrapyard operator before sending in their vehicles.

9         For owners whose deregistered vehicles are due for export, the three LTA-appointed Export Processing Zones (EPZs)[2] will reopen from 2 June 2020 to accept vehicles for storage, pending export. Vehicle owners must book an appointment with the respective EPZ operator before sending in their vehicles.

10        Vehicle owners are advised to check their disposal deadline via their Dashboard at www.onemotoring.com.sg. Further details on LTA-appointed EPZs and scrapyards are available on www.onemotoring.com.sg.
