More Service Improvements Under the Bus Connectivity Enhancement Programme

News Releases 12 Oct 2025 bus services Bus Connectivity Enhancement Programme (BCEP)

Since its launch in July 2024, the Bus Connectivity Enhancement Programme (BCEP) has brought commuters more travel options and shorter journeys, benefitting close to 200,000 commuters daily.

New Services Introduced Under the BCEP

2.        The Land Transport Authority (LTA) has introduced 14 bus services in estates across the island, providing residents with easier access to the rail network and key amenities. This includes peak-hour express bus services as an alternative option for residents to travel to and from the city, as well as peak-hour limited-stop bus services that take a more direct route to MRT stations with fewer intermediate stops, reducing travel time for first and last mile journeys.

Enhanced Connections on Existing Services

3.        The BCEP has also improved journeys on existing services. So far, 52 existing services have been enhanced with additional capacity or expanded coverage. For example:

a.     Since 28 July 2025, additional trips were added for Service 861 during the morning and evening peak periods to cater to higher passenger demand. This service connects residents in Yishun, Sembawang and Canberra to nearby amenities and transport nodes.

b.     Service 140 was amended from 7 September 2025 to serve new BTO flats along Towner Road, providing residents with easier access to key amenities such as Boon Keng MRT Station and Kallang Polyclinic.

More Improvements by End 2025

4.        Building on the progress, commuters will have more convenient connections and faster journeys, with six new bus services, five new City Direct Services[1] and two route extensions to be implemented by the end of 2025. These improvements follow LTA’s reviews of the bus network, ridership patterns and areas of growing demand, as well as feedback from community leaders and Public Transport Operators.

i.     New Service 104 between Punggol Coast and Woodleigh, connecting Sengkang, Buangkok and Serangoon enroute
ii.    New Service 984 between Bukit Panjang and Jurong East, connecting Teck Whye and Brickland
iii.   New Service 44 between Punggol and Changi Airport[2]
iv.   New Services 451, 452 and 453 providing residents from Brickland and Tengah with a faster connection to MRT stations
         a.     451: Brickland – Bukit Gombak
         b.     452: Tengah – Beauty World
         c.     453: Tengah – Bukit Batok
v.     Five additional City Direct Services for the North East region
vi.    Extension of Service 114 from Buangkok to Yio Chu Kang Bus Interchange/MRT Station
vii.   Extension of Service 146 from Bartley to Kovan MRT Station

5.        Services 451, 452 and 453 are limited-stop bus services which provide a direct connection to MRT Stations for estates farther away from transport nodes. These services will be numbered from 451 onwards to better distinguish them from existing services. With the implementation of Services 451, 452 and 453, existing Services 298X, 979X and 21X, which have a similar type of routing, will be renumbered as Services 454, 455 and 456 respectively.

6.        Please refer to Annex B for more details of bus services that will be introduced in October and November 2025. Details of bus services to be introduced in December 2025 will be shared closer to their implementation date.

7.         As we add more buses, LTA is also identifying areas where additional bus lanes can be included to make bus journeys smoother and faster. This will especially benefit estates located further from transport nodes. Details on the implementation of these bus lanes will be announced when ready.

8.         As we grow our public transport network, we will continue to spend our resources prudently to serve new and existing needs. LTA will monitor travel patterns and feedback from the community and adjust bus services as needed to serve commuters across different parts of Singapore.
