We thank Ms Li Shujuan for her letter on the misuse of personal mobility devices (PMDs) (18 Feb).
PMDs are regulated to ensure the safety of all path users. These motorised devices are allowed only on cycling paths and must not exceed an unladen weight of 20kg, width of 70cm, and maximum device speed of 25km/h.
For public transport, LTA has mandated size limits for active mobility devices. Foldable bicycles and PMDs must be folded before boarding, and must not exceed 120cm x 70cm x 40cm when folded. Similarly, Personal Mobility Aids (PMAs) must not exceed 120cm in length, 70cm in width, and 150cm in height. Information posters displaying these dimensions are placed at train stations and on buses.
We are also aware of the misuse of mobility scooters by seemingly able-bodied users. PMAs are intended to support persons with walking difficulties, and not as an alternative mode of transport for able-bodied individuals. To ensure they are used appropriately, LTA has announced last year that we will be implementing regulations to allow only certified users with genuine needs to use mobility scooters.
PMA lookalikes - typically devices with more than one seat - are classified as PMDs. The number of offences involving PMA lookalikes has increased by more than fivefold compared to 2023. LTA has been taking firm action against both errant users and retailers of non-compliant devices, and will continue to do so.
We will continue to monitor the situation and work with the Public Transport Operators to step up enforcement against over-sized active mobility devices that cause obstruction or pose safety concerns to other commuters.
