We understand the concerns raised by Mr Liu Ying Ming in his letters on construction noise (Zaobao, 13 March and 14 February).
The current works involve the installation of Earth Retaining Stabilising Structures (ERSS) before the station can be built underground. Once started, these structures have to be constructed continuously until they are completed to prevent the ground from collapsing. This approach is to ensure safety of workers and residents. The ERSS work is targeted to be completed by the fourth quarter of this year. Apart from such safety critical work, all other construction work would stop by 10.00pm.
To minimise the noise impact of such works on residents, LTA and the contractor have implemented various noise mitigation measures. A comprehensive noise impact assessment was conducted prior to commencement of works, and a noise management plan was put in place. Where possible, 12-metre tall noise barriers have been installed along the perimeter of the worksite, and additional inflatable noise balloons have also been deployed where needed for further noise mitigation. Additionally, localised noise enclosures (pictures appended) are installed close to operating machinery to further capture and reduce noise at the source.
LTA closely monitors the noise levels at all our construction sites. If noise levels exceed permissible limits, contractors can be taken to task under the Environmental Protection and Management Act. NEA has taken enforcement actions against the contractor for failure to comply with the Regulations.
LTA and the contractor will also continue to keep residents and stakeholders informed about ongoing construction activities through circulars, house visits and community engagement events.
We thank the affected residents and stakeholders for their patience and understanding, as we work to deliver improved transport connectivity and more convenient public transport journeys.
