LTA Appoints Moove Media as Advertising Operator for Buses and Bus Interchanges

           The Land Transport Authority (LTA) has awarded Moove Media Pte. Ltd. (“Moove Media”) the contract to manage advertising spaces on public buses and at bus interchanges. Moove Media will be granted the rights to manage and operate the advertising spaces on all public buses and at all bus interchanges for a period of 7 years, starting from 1 November 2025, with an option for LTA to extend for another two years.

2.        This marks LTA’s first consolidation of advertising operations for the bus industry under a single advertising operator (AO). Advertising operations for buses and bus interchanges were previously managed by the respective public transport operators (PTOs). LTA had received proposals from three tenderers, and these were evaluated on their ability to generate non-fare revenue from bus assets.

3.        Moove Media, a subsidiary of ComfortDelGro Corporation Limited that manages its advertising businesses across the bus, rail and taxi sectors, submitted the strongest overall proposal with a competitive bid of approximately $150 million in concession fees over the 7-year term. Tender submissions were evaluated based on a two-envelope process, where tenderers’ price proposals were only opened after they passed the quality evaluation.

4.        Moove Media had proposed a wide range of ideas to generate advertising revenue through advertising assets procured and maintained by the company, such as dynamic displays on buses and 3D concept buses. Moove Media also has plans to expand its digital footprint with high-impact cinematic digital content on screens that will be installed at bus interchanges islandwide. Its proposal also demonstrated a strong sense of collaboration with stakeholders, such as with PTOs, in managing the advertising spaces on buses and bus interchanges.

5.        Under this contract, Moove Media will manage the advertising spaces across the entire public bus network, which currently comprises approximately 5,800 public buses and 28 bus interchanges. The consolidation of bus advertising operations under one AO will provide Moove Media with wider reach and economies of scale.

6.        The AO will take over the advertising operations for nine bus packages at the start of the contract, and will do so for the remaining five bus packages progressively as these packages expire over the coming years.
