We refer to Ms Yan Wenzhen’s letter (“Reckless cyclists threaten pedestrian safety”, 28 Aug 2025) and thank her for her feedback and suggestions on improving pedestrian safety.
The incidents highlighted by Ms Yan are concerning and are a reminder that everyone has a part to play to create a safer environment for all path users. Even as LTA continues to expand the cycling path network islandwide, we will designate the footpaths beside these dedicated cycling paths as Pedestrian-Only-Paths. This helps to segregate path users by their speeds and minimise conflicts between cyclists and pedestrians.
To deter errant behaviours, LTA takes firm action against path users who endanger the safety of others. Our enforcement officers conduct joint enforcement with the National Parks Board and the Singapore Police Force, and will continue to step up such efforts.
We also review our rules and guidelines regularly to improve path safety. Given that cyclists are of diverse profiles, including young children and the elderly, the suggestion of mandatory training will need careful study so as not to inadvertently discourage cycling as an affordable, healthy and sustainable mode of transport.
LTA recognises the importance of public education on path safety. Cyclists are reminded to give way to pedestrians, slow down and be prepared to dismount in crowded areas while pedestrians are to keep left unless overtaking. Path users should stay alert and be aware of their surroundings at all times. We conduct education campaigns and outreach programmes to reinforce these behaviours, and work with schools, community partners and volunteers to instil safe habits and promote safe and gracious sharing of our paths.
Through infrastructure enhancements, public education and enforcement, we hope to create a safer and more inclusive path environment built on shared responsibility among all path users.
