The Traffic Police (TP) and the Land Transport Authority (LTA) will be introducing the new Harmonised Medical Examination Report (HMER) on 2 February 2026, to simplify and make more convenient the medical assessment process for elderly vocational licence (VL) drivers.
Current Process
2. Under current regulations, TP requires drivers aged 65 and older with Class 2 or Class 3 licences to undergo a medical examination every three years, and annually for those with Class 4 or Class 5 licences. LTA requires VL holders aged 65 and older to undergo a medical examination annually. These drivers must then scan and upload the completed medical examination reports to the respective agencies’ portal.
3. Currently, some VL drivers aged 65 and older may mistakenly undergo two medical examinations when they receive notification letters from both TP and LTA in the years the agencies’ medical examination requirements coincide, when only one is needed.[1] (See Summary of Current Medical Examination Requirements in Annex A.)
Harmonised Medical Examination Report and Streamlined Medical Assessment Process
4. From 2 February 2026, VL drivers aged 65 years and older will receive only one notification letter annually, from either TP or LTA, instead of two separate letters from the two agencies, when they are due for medical examination pursuant to the two agencies’ regulatory requirements. Drivers aged 65 and older who are not VL holders will continue to receive the notification letter for medical examination from TP.
5. Upon receiving the notification letter from TP or LTA, the driver can visit any Singapore-registered medical practitioner who conducts ‘Fitness To Drive’ medical examinations. The medical practitioner will submit the results in the new HMER directly to the two authorities. The driver will receive an SMS confirmation once the results have been submitted. With this, drivers will no longer need to scan and upload the completed medical report themselves.
6. VL drivers aged between 50 and 64, who are required by LTA to undergo a medical examination every two years, will likewise no longer need to scan and upload their medical report themselves. The medical practitioner will submit it directly to LTA.
7. This initiative is TP and LTA’s joint transformation effort to simplify and make more convenient the medical examination process for elderly VL drivers.
