The Land Transport Authority (LTA) has substantially completed the renewal of the Bukit Panjang Light Rail Transit (BPLRT) system since works first began in 2018. The renewed system and fleet will deliver smoother and more reliable journeys for commuters.
2. Over the past eight years, LTA has progressively upgraded key components of the BPLRT, which has been serving commuters since 1999. The renewal of the Light Rail Vehicles (LRVs) fleet and upgrades to the signalling system, power supply system and Operations Control Centre (OCC) have been completed. The replacement of the power rail is ongoing and is on track for completion by end 2026.
Completion of BPLRT CBTC Signalling System Renewal
3. A key component of the BPLRT renewal programme is the replacement of its legacy signalling system with a new Communications-Based Train Control (CBTC) signalling system, similar to those used on the MRT lines.
4. Works to transition to the new CBTC system began in 2022, alongside the progressive introduction of new third-generation LRVs and the upgrading of second-generation LRVs to operate with the new system. Following extensive testing and commissioning, the BPLRT transitioned to full CBTC signalling operations in November 2025. LTA also completed the Operations Control Centre (OCC) system upgrades required for the transition to full CBTC operations in January 2026, and has since commenced decommissioning of the legacy signalling equipment.
Renewed LRVs for More Reliable and Comfortable Journeys
5. All 19 new third-generation LRVs have entered passenger service, replacing all of the first-generation LRVs that had served the BPLRT since 1999. All 13 second-generation LRVs have also been upgraded to operate with the new CBTC signalling system. The entire renewed fleet of 32 LRVs has been in passenger service since October 2025.
6. The new third-generation LRVs are equipped with condition monitoring systems that enable earlier detection of potential faults and support pre-emptive maintenance. The new LRVs also feature dynamic route displays, brighter and more energy-efficient LED lighting, and upgraded air-conditioning systems with improved airflow.
Strengthening the BPLRT's Power and Operational Systems
7. The BPLRT’s power supply system has also been upgraded to strengthen its reliability and resilience. A new power supply intake source has been installed at Ten Mile Junction. The existing intake source at Choa Chu Kang MRT substation continues to function as a back-up power supply.
8. The replacement of 16.6km of power rails across the BPLRT network is on track for completion by end 2026. The works involve replacing ageing power rail components to improve system reliability.
Improving BPLRT Journeys for Commuters
9. Since the renewal programme began in 2018, works have been progressively carried out across the BPLRT while keeping the system operational as far as possible. This included introducing new and upgraded LRVs in phases while the legacy fleet and signalling system remained in operation. Where longer engineering hours were required for complex testing and renewal works, service adjustments were implemented to allow the works to be carried out safely.
10. As a result of these works, the reliability performance of the BPLRT has improved significantly since 2018. Its Mean Kilometres Between Failure (MKBF) has increased from 53,000 car-km in 2017, to about 443,000 car-km today.
11. We thank commuters and residents for their patience and understanding throughout the renewal programme. LTA will continue to complete the remaining works safely, monitor the condition and performance of the BPLRT’s systems and infrastructure, and carry out further renewals and enhancements as needed to ensure that the BPLRT continues to meet commuters’ travel needs.
Lift Upgrading Works to be Completed Ahead of Schedule by February 2027
12. Separately, works are ongoing to replace the passenger lifts across all 13 BPLRT stations. The new lifts will incorporate features to improve accessibility and ease of use, including tilted floor indicators for better visibility, rear wall mirrors, side-mounted operating panels, and larger illuminated lift buttons. They will also incorporate energy-saving features, including energy-efficient motors, drives and LED lighting.
13. Lift upgrading works at 11 stations will be completed by end-October, while works at the remaining two stations, Choa Chu Kang (BP01) and Bukit Panjang (BP06), are on track to be completed by February 2027, one month ahead of schedule. This was made possible by optimising the sequencing of works and taking additional measures to expedite the remaining works. Commuters can refer to posters and banners at BPLRT stations for information on the upgrading schedule and alternative travel arrangements.
