Public Feedback Highlights Importance of Connectivity, Comfort and Community

           Since the start of the public consultation for the Land Transport Master Plan (LTMP) refresh on 15 November 2025, the Land Transport Authority has received over 3,500 responses from members of the public. Participants from diverse backgrounds shared their aspirations for Singapore's transport future. Over 200 participants joined the first series of six focus group sessions held from 17 January to 12 February 2026, where they shared their commuting experiences and views to help shape the next phase of our land transport system to better meet evolving needs and aspirations of Singaporeans.

Addressing Future Transport Challenges

2.        The refresh of the LTMP aims to help Singapore prepare for significant changes to travel needs in the next decade. Shifts in housing and job distribution patterns, an ageing population, and the effects of climate change will increase demand for a broader range of public and shared transport options. Emerging technology such as autonomous vehicles will open up new transport modes, and allow us to overcome our manpower constraints to better serve a wider range of needs.

3.        Against these shifts, LTA will continue to put commuters at the centre of land transport service delivery and work towards bringing travel time on public transport closer to those on private cars, even as travel patterns evolve.

Key Focus Areas – Connecting People, Comfortable Journeys, Community

4.        From the engagement sessions, three key focus areas have emerged for us to focus on for the LTMP refresh:

i.        Connecting People: Participants wished to see the public transport network serve more destinations, and hoped for more frequent and regular bus and train service during peak hours. Most agreed that public transport should be prioritised over private transport, so that travel times by public transport can be closer to that by private cars. Today, most commuters can reach their workplaces within 45 minutes by private cars during the morning peak period, while journeys by public transport can take up to two to three times as long as a car ride for those living further from the city.

Participants also wished to see a wider range of mobility options. These include limited stop bus services that offered more direct journeys to transport nodes; better walking and cycling infrastructure to improve first- and last-mile connectivity; and more shared transport options such as on demand shuttles to key employment centres. Participants also acknowledged that these mobility options may be costlier to provide, and may have to charge higher fares. Participants also hoped to see greater use of technology to provide real-time travel information and integrated journey planning, to enable smoother end-to-end journeys.

ii.      Comfortable Journeys:
Safety and comfort were two key aspects highlighted by participants. There was strong support for repurposing road space to provide wider paths for pedestrians and providing more road priority to public transport users. Participants also proposed slowing down vehicle speeds in residential neighbourhoods to improve pedestrian safety. Participants also hoped to see more covered linkways and weather-proofed bus stops.

iii.    Community:
Participants also expressed a desire for a more inclusive transport system, and a kinder and more gracious commuter culture. While many participants acknowledged ongoing efforts to make our transport network more accessible, they felt that more can be done to better serve an ageing population. Participants felt that a more inclusive transport system would also make it easier for families with young children, and persons with mobility challenges to travel. Participants also suggested increasing public education to inculcate gracious and caring behaviour in shared spaces. There was also strong interest in transforming transport nodes into community hubs.

Next Phase of Engagement

6.        We will build on the insights gained from the focus group discussions, and extend public consultations to different segments of commuters to better understand their specific needs. We will engage schools, health and social agencies, industry partners, academics, communities and stakeholders through focus groups, and dialogues on key transport plans and initiatives under the LTMP refresh.
