The COVID-19 situation has impacted the land transport industry in the past two to three years. To mitigate the challenges caused by COVID-19, LTA has rolled out several assistance and precautionary measures to support the land transport industry with the evolving situation.
LTA's Measures for COVID-19
Public Transport Commuters
Mask-wearing on public transport will no longer be compulsory from 13 February 2023.
However, we encourage commuters, especially the elderly and immunocompromised, as well as those unwell with symptoms of COVID-19 or other respiratory infections, to continue wearing masks on their public transport journeys.
Point-to-Point Transport Industry
The Point-to-Point Support Package (PPSP) was introduced since February 2020 to provide targeted assistance to the Point-to-Point (P2P) sector and its drivers to help them through COVID-19. The PPSP was extended by two subsequent tranches, PPSP2 in May 2020 and PPSP3 in September 2020.
Following the cessation of the Self-Employed Person Income Relief Scheme (SIRS) from 1 January 2021, a more generous COVID-19 Driver Relief Fund (CDRF) replaced the Special Relief Fund (SRF) for taxi and private hire car (PHC) drivers, to moderate the impact on drivers.
There were several enhancements to the CDRF:
- CDRF+ from May to June 2021 in light of entering Phase 2 (Heightened Alert)
- CDRF2 and CDRF2+ from July to end-September 2021 in light of entering Phase 2 & 3 (Heightened Alert)
- CDRF3 from October to November 2021 in light of entering the Stabilisation Phase
- CDRF3+ from November to December 2021 in light of the extension of the Stabilisation Phase
- CDRF4 from December 2021 to January 2022 in light of entering the Transition Phase

Advisory on Safeguarding the Health and Safety of Point-to-Point Drivers
Drivers providing P2P passenger transport services using taxis and PHCs are advised to continue undertaking the following measures to:
- Increase ventilation of vehicles by avoiding the use of the recirculation mode of the air-conditioning system and wind down the windows when ferrying passengers with flu-like symptoms; and
- Regularly clean and disinfect their vehicles.
Permissible Group Size in Taxis and Private Hire Cars
With the easing of Safe Management Measures, the group size permitted continues to be subjected to the maximum passenger capacity of the vehicles.
Car-pooling Services
With the easing of Safe Management Measures, car-pooling arrangements facilitated through licensed business platforms (e.g. GrabHitch and RydePool) as well as other licence-exempt business platforms are now permitted. However, car-pooling matched through other informal non-business mediums, such as Telegram’s SGHitch, continues to be disallowed.
There are no restrictions on social car-pooling among friends and colleagues.
Private Bus Operators
Safe Management Measures in Private Buses
Passengers travelling onboard private bus(es) must wear their face masks properly throughout the entire journey. They must also not eat or interact with one another, while travelling onboard the bus(es). The interior of bus(es) will also be cleaned and disinfected before the first trip of the day.
Motorists
Vehicle-Related Services
LTA’s Customer Service Counters at Sin Ming Drive are currently open for members of public with appointments.
E-Lobbies at the Centre are open for public to access digital vehicle services. Motorists can also access vehicle-related digital services via the OneMotoring website (onemotoring.lta.gov.sg).
Public Transport Operators
LTA continues to seek to inform PTOs to take the appropriate precautionary measures, in alignment with the guidelines of the Ministry of Health (MOH) and other government agencies. PTOs are to note the joint advisory from the MOM, the National Trades Union Congress (NTUC) and the Singapore National Employers Federation (SNEF) on the requirements for Safe Management Measures at the workplace.
