Authorisation of Security Officers to Regulate Traffic for Road Works

When carrying out road works to upgrade, maintain, or install road facilities and utilities beneath roads, proper traffic and safety controls must be in place to minimise traffic congestion and inconvenience.

Security agencies must apply for LTA authorisation on behalf of their qualified security officers to perform traffic regulation duties for road works. These officers must meet these minimum requirements:

Qualified security officers should also be fully equipped with the requisite gear and safety attire (PDF, 8.5MB), such as safety vest, gloves and traffic wand.

Authorised SOs are required to ensure professionalism and comply with the code of conduct stipulated under Private Security Industry (Conduct) Regulations.

Road Categories & Suitability for deployment of Authorised SOs

The table below shows the road categories and respective requirements on the suitability for ASOs’ deployment on the roads. This provides a useful proxy in assessing the risk level of a road, taking into account factors such as road speed, traffic flow etc, and the suitability for ASOs deployment.

Category 3 (CAT 3) - Minor Arterial Road   ASOs
Category 4 (CAT 4) - Primary Access Road  
Category 5 (CAT 5) - Local Access Road  
Black Spot locations require APOs regardless of road category
The above table was derived upon consultation with Traffic Police

For Black Spot locations, Auxiliary Police Officers (APOs) must be deployed for traffic regulation duties, regardless of the road category.

Eligibility of Road for the Deployment of Authorised Security Officer

Before submitting the application for authorisation, the applicant should access the LTA.PROMPT portal to check on the eligibility of a road for ASO deployment.

Submission Requirements

To apply for LTA authorisation, the security agency must first appoint and authorise personnel to register as a member of LTA.PROMPT. Applications must also be submitted on behalf of licensed security officers at least five working days prior to the deployment of authorised security officers for traffic regulation duties.
