LTA uses the Project Safety Review (PSR) process to implement our “safe to use” philosophy in Rapid Transit System (RTS) projects. This ensures the safety of our staff and commuters before any RTS project is opened to the public.

Since it was formally implemented in 2000, PSR has been applied to all the new RTS projects and major modifications to existing RTS lines. Under this PSR process:

  • The System Developer must demonstrate that it has adequate commitments and resources to manage safety effectively. It must also show that the rapid transit system is designed and constructed to achieve a high level of safety.
  • The Operator must demonstrate that it has the necessary organisational structure and processes in place to operate and maintain the system to an acceptable level of safety.

The Rapid Transit System Safety (RTSS) section is responsible for the implementation and management of the PSR process for RTS and road tunnel Electrical and Mechanical (E&M) system projects. The RTSS section conducts independent audits of safety submissions to ensure that the requirements of the PSR process are fulfilled, and adequate assertions on system and operation safety have been demonstrated at the various stages of the RTS and road tunnel E&M system projects.
