Public Consultation Launched to Refresh Land Transport Master Plan

Co-Creating the Future of Land Transport

           Acting Minister for Transport and Senior Minister of State for Finance Mr Jeffrey Siow has announced the launch of the nationwide public consultation to co-create Singapore’s refreshed Land Transport Master Plan (LTMP). This long-term strategic blueprint will chart the next phase of Singapore’s land transport system, with consultations taking place over the coming year and the refreshed Master Plan targeted for release in 2027.

A Shared Vision: Enabling More Opportunities to Live, Work, Play

2.        Singapore’s transport system connects people to homes, workplaces, schools, leisure and major destinations. In the coming years, more improvements such as new rail lines, enhanced bus services, more cycling paths and sheltered walkways will continue to support growing travel needs.

3.        With changing demographics, emerging technologies and challenges brought by climate change, our transport system must evolve to serve effectively. Seniors will need more direct access to healthcare and community care facilities. Residents in new housing estates and towns will require safe, efficient, and comfortable connections to employment hubs and lifestyle amenities. Our transport hubs can also play a greater role as community spaces where daily interactions take place, beyond as transit points.

4.        The refreshed Master Plan will build on the goals set out in LTMP 2040, while planning for changing travel patterns and tapping on advancing technologies. It will also explore ways to improve everyday journeys by enhancing walking and cycling paths, making transfers smoother, and ensuring greater comfort and accessibility.

Co-Creating the Journey Ahead

5.        We are placing community voices at the heart of this planning process, so that we can hear from commuters directly and collectively build a transport system that all Singaporeans can be proud of. This consultation will:

i.         Review key priorities in light of emerging needs such as Singapore’s ageing population, and new developments further away from the city centre and existing transport nodes;

ii.         Gather public views on emerging technological developments and its impact on transport, such as Autonomous Vehicles (AVs), and the use of Artificial Intelligence (AI) in transport such as smart traffic management and sustainability;

iii.         Understand how walking, cycling and public transport can be made safer, more inclusive and more comfortable; and

iv.         Co-create solutions that are commuter-focused, inclusive and responsive to diverse travel needs of the various user groups.

Consulting Singaporeans Across the Island

6.        To gather these perspectives, LTA is launching a comprehensive and inclusive consultation process. Singaporeans and stakeholders can contribute their views through the various avenues:

A.    Refreshed LTMP Webpage
i.      With the commencement of a new LTMP cycle, the LTMP webpage has been relaunched https://go.gov.sg/ltmp-refresh for members of public to share their aspirations and experiences with Singapore’s transport system, and to learn more about the Master Plan process.

B.    Public Consultation and Engagement Activities
i.      Members of public can register their interest to participate in different consultation activities at https://go.gov.sg/ltmp-refresh-signup. These dialogues will engage Singaporeans across ages and backgrounds to gather perspectives on future mobility needs and everyday commuter experiences. More information will be available on the LTMP webpage.

C.   School Outreach and Stakeholder Engagements
i.      LTA will also engage schools, industry partners, communities and other stakeholders to gather a diverse range of perspectives, through different modalities such as talks, competitions and dialogues.

7.        Through these platforms and activities, participants will be invited to share their views and hear from each other on the future of transport. They will help us identify priorities and plans that will shape the next phase of land transport development, ensuring that the next Master Plan reflects the evolving needs and aspirations of the community.
