Ban on Ferrying Workers in Caged Lorry Decks from 1 Jan 2027

           From 1 Jan 2027, MOT and LTA will ban the ferrying of workers in caged lorry decks.  This is part of the Government’s continuous efforts to enhance the safety of worker transportation. It follows engagements with various industry and Non-Governmental Organisation (NGO) stakeholders. Companies can continue to use caged lorries for the transportation of goods and equipment.

2.        In emergencies, caged lorries can pose higher risks in the transport of workers when the gate of the cage is latched or locked from the outside, which could trap workers.

3.        Companies with caged lorries and who want to continue to use the lorries to ferry either workers or equipment can convert the rear deck of their lorries to incorporate a canopy and side railings.

4.        Companies that fail to comply with the ban from 1 Jan 2027 will be subjected to penalties. More details will be shared ahead of the ban. During the intervening period, companies must continue to ensure that workers have safe access to and from the lorry deck.

5.        The Government will continue to engage and work closely with industry and NGOs to strengthen safety measures for worker transport.
