Taxis and private hire cars provide another way of commuting between places. To ensure that commuters can continue to benefit from an evolving Point-to-Point (P2P) sector, LTA introduced a new regulatory framework in October 2020 following the passing of the Point-to-Point Passenger Transport Industry Bill.* The new regulatory framework focuses on the following areas:

*The Land Transport Authority (LTA) has commenced a review of the Point-to-Point (P2P) industry structure and regulatory framework, to ensure their continued relevance as commuter needs and the industry structure evolve. While the review is still ongoing, LTA will be making several changes to address key areas of feedback received thus far. Read our news release for more information on the changes.
LTA expects to complete the review by the second half of 2024. More details will be made available after the review is completed.
P2P service operators must apply for and receive the relevant licenses to operate if:
- They provide ride-hailing or car-pooling services; and
- Have 800 or more vehicles on their platforms.
To apply for a Ride-Hail Service Operator Licence (RSOL) or Car-Pool Service Operator Licence (CSOL), P2P operators may contact LTA_P2P_application@lta.gov.sg. A non-refundable application fee of $2,500 applies for each application.
