Changi Northern Corridor comprised of Loyang Viaduct, at-grade road and CRL

The Changi Northern Corridor, which includes the Loyang Viaduct along Loyang Avenue and 3km of new cycling paths among other transport infrastructure enhancements will support key industrial and business districts such as Loyang Industrial Estate, Changi Airfreight Centre and the Aviation Logistics Park.

Together with the two upcoming Cross Island Line (CRL) stations ─ Loyang and Pasir Ris East stations ─ commuters and motorists can look forward to increased convenience, shorter travelling times, and improved intra-town and inter-town connectivity when works are completed by 2030. These improvements will also support the growth and development of Changi into a vibrant place to live, work and play.

The 2.6 km long Loyang Viaduct will alleviate congestion in the area and support the intensification of developments in the Changi Northern Corridor. When completed, Loyang Viaduct will increase road capacity by bringing traffic travelling between TPE and Changi Village onto the viaduct, bypassing traffic junctions along Loyang Avenue with Pasir Ris Drive 1 and 3. The viaduct will be situated above Loyang Avenue between Tampines Expressway (TPE) and Loyang Way, with up and down ramps at TPE and near Loyang Lane.

1.      This project involves the construction of an interchange over the existing Loyang Flyover (TPE) and Loyang Avenue / Tampines Avenue 7 at-grade junction and a 0.9km section of the Loyang Viaduct, along Loyang Avenue between Tampines Expressway (TPE) and Pasir Ris Drive 3.

2.      For this contract, specialised overhead machinery will be deployed for construction to minimise impact on the at-grade traffic. As construction works will interface with underground utilities network and given site constraints, traffic diversions would be required. More details of the traffic diversions will be announced later.

3.      Prior to physical commencement of the construction works, LTA and the contractor will work closely with stakeholders to mitigate inconveniences to residents, such as by erecting noise barriers.

Expected completion:       End-2028

The other section of 1.7km of Loyang Viaduct will be constructed together under Cross-Island Line Contract CRL106.

Proposed Enhancement to Loyang Ave between TPE and Pasir Ris Drive 3

1.      This project involves widening sections of Loyang Avenue (Part), Telok Paku Road, Nicoll Drive and Changi Coast Road, which will connect to the new Loyang Viaduct along Loyang Avenue between Tampines Expressway (TPE) and Pasir Ris Drive 3.

2.      Cycling paths and Park Connector Network/Round Island Route along the road corridor will also be constructed as part of this project. Once completed, cyclists can look forward to enhanced cycling connectivity from TPE to Changi Beach Park and Aviation Park Road.

3.      The Environmental Impact Study for the widening of Loyang Avenue (Part), Telok Paku Road, Nicoll Drive and Changi Coast Road has been completed and the report summary is available online for public feedback.
