Sustainability Report
Our first Sustainability Report 2022/23 lays the foundation for a transparent and accountable approach towards greening land transport. We will continue to measure and report our sustainability performance annually.
Green Finance
LTA has established a Green Bond Framework (GBF) to facilitate the issuance of green bonds for funding new and existing projects with environmental benefits, in alignment with the Green Bond Principles (GBP) issued by the International Capital Market Association (ICMA).
LTA appointed S&P Global Ratings Singapore Pte Ltd, an independent external reviewer, to provide a Second Party Opinion (SPO) of LTA’s GBF. S&P has affirmed that LTA’s GBF is aligned with the ICMA GBP and ASEAN Green Bond Standards.
EIS Report for the Cross Island Line Phase 2 (CRL2)
The Land Transport Authority (LTA) carried out an Environmental Impact Study (EIS) to assess the potential environmental impacts arising from, and associated with, the construction and operation of the CRL2. Nature Groups were engaged at various stages of the EIS process to discuss the EIS findings and co-develop design optimisation and mitigation measures. The study concluded that the environmental impact can be adequately managed with mitigation measures such as locating worksites outside the identified areas of high biodiversity conservation value, where possible, and implementing a robust Environmental Monitoring and Management Plan (EMMP).

Heritage Impact Assessment for CRL works at former Bukit Timah Turf Club
URA has commissioned a heritage study for the areas that will be affected by or in close proximity to the construction of the Turf City station as part of a larger ongoing Heritage Impact Assessment (HIA) for the former Bukit Timah Turf Club.
In the planning of the Turf City station, agencies have considered the preliminary findings of the overall HIA, including the heritage significance of the former Bukit Timah Turf Club site and the potential impact of the CRL2 related works and have adjusted the plans and developed mitigating measures to minimise the impact. This study concludes that the proposed construction of Turf City station and associated tunnels within the former Bukit Timah Turf Club does not significantly affect the heritage value of the area.
Environmental Study Report for the Alignment Options for CRL (Central Catchment Nature Reserve)
After in-depth studies of both alignment options, the Government has decided to adopt direct alignment for the stretch of the Cross Island Line (CRL) in the vicinity of the Central Catchment Nature Reserve (CCNR). In reaching this decision, the Government has considered various factors, including the concerns expressed by all stakeholders and the findings of the comprehensive two-phased Environmental Impact Assessment (EIA).
The nature groups, a key stakeholder, were also engaged by LTA to seek valuable input throughout the planning process. They have shared their collective response to the environmental studies for CRL.
The reports for the two EIA phases were shared with the public in 2016 and 2019 respectively. The EIA Phase 2 can be found below.

EIA Report for Jurong Region Line Station JS11
An Environmental Impact Assessment (EIA) was conducted to evaluate the construction of station JS11, located at Jurong Pier Road, which will serve as part of Singapore’s seventh MRT line, the new Jurong Region Line. Nature groups were engaged to review the anticipated environmental impacts and the proposed mitigating measures. The overall assessment concludes that with the implementation of these agreed measures, the impact will be reduced to acceptable levels.

EIS Report for the North-South Corridor at Sembawang Road
An Environmental Impact Study (EIS) was undertaken to evaluate the construction of a 800m viaduct within Sembawang Woods as part of building the North-South Corridor. Nature Groups were engaged to review the anticipated environmental impacts and proposed mitigating measures. The consensus and overall assessment are that with the agreed mitigation measures, the impact will be brought to acceptable and inconsequential levels.

EIA Report for the Tengah Vehicular Interchange at KJE
An Environmental Impact Assessment (EIA) was undertaken to evaluate the construction of a vehicular interchange at KJE that will serve the new Tengah Town. Nature Groups were engaged to review the anticipated environmental impacts and proposed mitigating measures. The overall assessment is that with the implementation of proposed mitigation measures, the impacts will be brought to acceptable levels.

EIS Report for Road Improvement Works along Loyang Avenue, Telok Paku Road, Nicoll Drive and Changi Coast Road
An Environmental Impact Study (EIS) was undertaken to evaluate the construction impacts of road widening works along sections of Loyang Avenue, Telok Paku Road, Nicoll Drive and Changi Coast Road. Nature Groups were engaged to review the anticipated environmental impacts and proposed mitigating measures. The overall assessment is that with the implementation of proposed mitigation measures, the impacts will be brought to acceptable levels.
