Active Mobility Device-Sharing Licence

Under the Parking Places Act (Cap. 214), any person that intends to provide a service of offering dockless active mobility devices, such as bicycles, Personal Mobility Devices (PMDs), and Power-Assisted Bicycles (PABs), for hire by the general public to ride and park in public places in Singapore must apply to the Authority for a licence to provide such a service.

It is an offence to operate a dockless device-sharing service in public places without a licence. Any person found doing so may be fined up to $10,000 or face a jail term of up to six months, or both. 

The current application submission period is from 4 January 2019 to 11 February 2019, 6pm. All applications and supporting documents must reach LTA by the closing date and time.

LTA will take into consideration any suspected contraventions of Section 8C of PPA by the operator when assessing the licence application.

Applications are open for dockless bicycle-sharing and motorised PMD-sharing services. Applications for PAB-sharing services will open at a later date. Please email for more details.
