Under the Parking Places Act (Cap. 214), any person that intends to provide a service of offering dockless active mobility devices, such as bicycles, Personal Mobility Devices, and Power-Assisted Bicycles, for hire by the general public to ride and park in public places in Singapore must apply to the Authority for a licence to provide such a service.
Persons who have not been granted a licence to do so cannot operate in public places. It is an offence to operate a dockless bicycle-sharing service without a licence. Persons found doing so may be fined up to $10,000 or face a jail term of up to six months, or both.
Licence applications for dockless bicycle-sharing services has closed. We will not be accepting any further submissions.
