Project Safety Review (Safe-to-Build) Process

Since 2006, a systematic risk management process to “reduce risk at source” was implemented for LTA rail and major road construction projects. Major civil hazards that may arise due to effects of construction activities on adjacent structures, utilities and subsequent maintenance activities are systematically identified, mitigated and tracked throughout the project cycle.

LTA’s PSR process is similar to the Workplace Safety and Health Council’s (WSHC) Design for Safety (DfS) process. Both share a common principle with the aim of reducing risk at source.
