We thank Mr Desmond Teo for his letter “Renewal of bus services needed too” (2 January 2019). All public buses on our roads must meet noise and exhaust emission standards stipulated in the Environmental Protection and Management (Vehicular Emissions) Regulations, which are enforced through the Land Transport Authority’s (LTA) stringent procurement specifications for bus vendors. LTA also has in place strict maintenance requirements and statutory 6-monthly inspections to ensure that our buses are roadworthy and safe for commuters. The Land Transport Authority and National Environment Agency will be introducing a new Vehicular Emission Label to replace the current Fuel Economy Label for cars from 1 January 2018. The new Vehicular Emissions Label will display the emissions bands of the five pollutants, the resultant Vehicular Emissions Scheme’s rebate or surcharge, and the fuel economy of the car. At Budget 2017, the Land Transport Authority (LTA) announced the introduction of the Vehicular Emissions Scheme (VES), which will run from 1 January 2018 to 31 December 2019. LTA also announced that the emission factor to be used for computing the carbon dioxide (CO2) emissions of electric vehicles (EVs) and plug-in hybrid vehicles (PHEVs) under the VES would be announced later this year and that it would take into consideration the fact that EVs and PHEVs consume electricity which produces CO2 at the point of power generation, even though they have no tailpipe emissions. As announced at the Ministry of the Environment and Water Resources (MEWR)’s 2017 Committee of Supply Debate, NEA will introduce the Vehicular Emissions Scheme (VES) to replace the Carbon Emissions-Based Vehicle Scheme (CEVS) for all new cars, taxis and newly imported used cars with effect from 1 January 2018.
