Railway Noise Barrier Installation on Track

1 The Land Transport Authority (LTA) has awarded CKT Thomas Pte Ltd a contract to install 3.5km of noise barriers at nine locations.

2 The noise barriers are expected to reduce railway noise levels by 5 to 10 decibels so residents living near elevated MRT tracks can look forward to an improved living environment.

Noise barrier installation to be completed in two phases

3 Following successful pilot projects at Bishan and Jurong East, LTA had in December 2013 awarded the first contract under Phase 1 to install 10km of noise barriers at 16 locations (see Annex A – Contract 1).  These installation works are currently in progress at Admiralty, Marsiling as well as Sembawang, and will next be carried out at Ang Mo Kio, Pioneer and Yew Tee.  All works are on schedule to be completed in 2016. 4 The second contract under Phase 1, for 3.5km of noise barriers in Clementi, Eunos and Lakeside, will be implemented after designs and site investigations are completed in the third quarter of 2015 (see Annex A – Contract 2). Costing about $17 million, the works are targeted to be completed in mid-2017.

5 Phase 2 of the installation programme of about 9km of barriers, is projected to begin in 2016. Further details on Phase 2 will be announced later this year.

About Railway Noise Installation Plans

6 To minimise railway noise near residential areas, LTA had announced that some 20km of noise barriers will be installed along elevated railway tracks where noise levels exceed NEA’s current noise criterion of 67 decibels (dBA) averaged over an hour (Leq1 1-hour). The railway noise barrier programme is targeted to be completed by 2019.

7 Work to install noise barriers has to be closely coordinated with other rail improvement works such as the ongoing resignalling system and sleeper replacement projects on the North-South and East-West Lines (NSEWL). This is to optimise the pace at which these improvement works can be completed, while ensuring minimal inconvenience to commuters.


[1] Leq is shorthand for “Equivalent Continuous Noise Level”. As noise levels often fluctuate over a wide range with time, noise is measured over a given duration. Average decibel reading here is not a simple arithmetic average because we are measuring in decibels which are logarithmic values.
