Tiered Additional Registration Fee Structure

1.     As announced by Deputy Prime Minister and Minister for Finance Tharman Shanmugaratnam in the Budget Statement 2013, a tiered Additional Registration Fee (ARF) structure will replace the existing flat rate of 100 per cent of the Open Market Value (OMV) for cars, taxis, and goods-cum-passenger vehicles.

2.     The intent of the tiered ARF structure is to achieve a more progressive vehicle tax system.

3.     The tiered ARF structure is as follows::

First $20,000 of the OMV

100% of OMV

Next $30,000 of the OMV (i.e. $20,001 to $50,000)

140% of Incremental OMV

Remaining OMV Above $50,000

180% of Incremental OMV

4.     The tiered ARF structure will apply to all cars, including imported used cars, and goods-cum-passenger vehicles registered with Certificate of Entitlements (COEs) obtained from the first bidding exercise in March 2013 onwards.

5.     For taxis, classic cars and COE-exempted cars that do not need to bid for COEs,1  the new ARF rates will apply upon registration of the vehicle on or after 26 February 2013.

Revised COE Bidding Schedule in March and April 2013

6.     To give consumers and the motor industry more time to adjust to the changes, the first COE bidding exercise in March 2013 will be deferred by one week. Subsequent bidding exercises in March and April 2013 will be adjusted accordingly.

8.     The COE bidding schedule for subsequent months (May 2013 to December 2013) will not be affected.

1 a) Taxi operators pay the Prevailing Quota Premium (PQP) of Category ‘A’ at the point of registering a taxi.

b) Classic car owners pay 10% of the PQP of the relevant car category at the point of registering a classic  car.
