The temporary at-grade bypass road connecting vehicles from Upper Changi Road East to PIE (Changi) will open to traffic today at 12 noon, following the completion of a safety and design review. The at-grade temporary bypass road to connect vehicles from Upper Changi Road East to PIE (Changi) will open by Sunday, 16 July afternoon, instead of today. Due to the wet weather conditions, more time was needed to prepare the ground, before we are able to proceed with the paving of the temporary road surface. At about 0330 this morning, a section of the viaduct structure between two piers collapsed at the worksite where the new road viaduct from TPE (Changi) to PIE (Westbound) is being constructed. The contractor, Or Kim Peow Contractors Pte Ltd was carrying out works to cast the decking for the new viaduct adjacent to the slip road from Upper Changi Road East to PIE (Changi). For the safety of motorists, the slip road was closed to traffic while the works were being carried out. For more information, please refer to the attached media statement.

The Land Transport Authority (LTA) has completed a half-day stocktake of safety practices, and resumed works at all other LTA worksites as at 1pm today. This safety stocktake was effected by LTA in view of an accident at 3.30am today at the worksite where the new road viaduct from TPE (Changi) to PIE (Westbound) is being constructed. LTA’s safety investigations into the cause of the work-site accident are currently still ongoing. Recovery works for the affected slip-road from Upper Changi Road East to PIE (Changi) are estimated to take about two days, before it can be re-opened for traffic. Since 28 March, LTA and SMRT, together with Thales, the supplier of the new signalling system for North-South Line (NSL), have been running tests progressively since 28 March. Two taxis fitted with compressed natural gas (CNG) cylinders recently caught fire. The Land Transport Authority (LTA) is concerned and is currently working with relevant agencies and stakeholders to investigate the cause of the fires. Preliminary investigations by the Singapore Civil Defence Force (SCDF) have indicated that both fires resulted from the leakage of CNG within the vehicles, which was then ignited by the lighting of cigarettes.
