Registration of Power-Assisted Bicycles to Start on 14 August 2017

Registration fee waived for early registration, 
for bicycles which are approved and affixed with LTA’s seal before 14 August 2017

         The registration of Power-Assisted Bicycles (PABs) will commence on 14 August 2017, and owners of PABs will have until 31 January 2018 to register their PAB and affix it with a number plate. The registration of PABs aims to enhance enforcement against reckless riding and the use of non-compliant PABs. This will improve the safety of other path and road users, in particular pedestrians.

How to Register PABs

·​         To register a PAB, the owner must be at least 16 years old, and the PAB must first be approved and affixed with a valid LTA seal.

·​         Those who currently own PABs with valid LTA seals can register their PABs online at www.onemotoring.com.sg by logging in with their SingPass/ CorpPass/EASY and using their PAB’s seal number. Alternatively, they can go to any SingPost post office with the relevant identification documents and their PAB’s seal number. Existing sealed PABs which are registered by 30 November 2017 will have the registration fee of $50 waived.

·​         New PABs which have not been approved and sealed must be sent to select LTA-Authorised Inspection Centres[1] (AICs) for inspection, approval and sealing. Only PABs which meet the latest technical requirements[2] will be approved and sealed. The AICs will register the PABs at the same time. The S$50 registration fee and other fees for inspection, approval and affixing of LTA’s seal will apply in these cases.

·​         Upon successful registration, owners will have 3 days to affix the number plate bearing the assigned registration number to the rear of their PAB. Please refer to Annex B for more details on number plate specifications.

·​         Any PAB owner who has registered their PAB and subsequently wishes to sell the PAB must transfer registration of the PAB[3] online at www.onemotoring.com.sg by logging in with their SingPass/CorpPass/EASY, no later than 7 days after possession of the PAB is transferred to the buyer. A transfer fee of $11 will be charged.

Important Dates to Note

·​         Please see the table below for some important dates related to registration of PABs. In particular, from 1 February 2018 onwards, only PABs bearing orange seals can be registered. 

Penalties for Unregistered and Non-compliant PABs

·​         Those keeping or using an unregistered PAB on public roads and public paths (cycling/shared/pedestrian paths) are liable to be fined up to $2,000 or jailed up to 3 months, or both, for the first offence. Users caught using a PAB without a valid number plate displayed are liable, on first conviction, to be fined up to $1,000 or jailed up to 3 months, or both.

·​         As previously announced, PABs which have not previously been approved and sealed, must now meet the technical requirements which came into effect on 1 February 2016. Anyone using a non-compliant PAB can be fined up to $5,000 or jailed up to 3 months, or both, for the first offence. The offending PAB could be seized. Retailers found selling non-compliant PABs or modifying PABs illegally will face similar penalties.

Public Engagement

·​         LTA will be distributing brochures and posters island-wide to inform PAB owners of this new registration requirement. LTA officers will also engage retailers to help them better understand the new requirements.
